So it's simply about competition. This is also reflected by the fact that guidelines were of European competition law as a justification for the recasting. The "subsidized" ER broadcasting organizations with their offer would distort competition. The result was the so-called compromise aid.
The policy is in my opinion, but overshot to private companies and to the detriment of the citizens of the target. What this meant in practice? The ER-stations can not even meet their real information and educational mission, at least as far as the Internet. There must be reported on the web journalist about what has been discussed already on TV. Information from television may be deepened this - an independent reporting on topics that have not been treated on television, may not take place, however. There is also the beginning of me as an example quoted, completely ridiculous, time-bound. A message that is older than a year, takes place in the public Internet does not occur. I call this document the contemporary history, which for me is very clear educational and information order. What happened censorship - and thus unconstitutional.
